INDEPENDENT HOUSING PROGRAM 

Program Overview 

CRIB–Independent Housing (CRIB-IH) provides affordable, market-rate apartments leased directly in the participant’s name for transition-age youth (ages 18–26) who are experiencing or at risk of homelessness. The program serves young adults exiting foster care, returning to the community after incarceration, or navigating housing instability who are ready to assume responsibility for independent living.

Participants secure and maintain their own housing, paying rent independently or with an available housing subsidy, while receiving light-touch case management and limited supportive services. CRIB-IH is designed as a first step toward long-term housing stability, offering guidance, resource connection, and short-term support without intensive service requirements.

Core Program Components 

CRIB- Independent Housing combines independent living with youth-centered supports designed to promote stability and long-term success.

 

Housing Model

  • Scattered-site apartments or small multi-unit properties

  • Youth hold their own lease or participate in a flexible sub-lease model

  • Affordable or income-based rent options

  • Longer-term or open-ended housing arrangements

  • Program expectations focused on safety, responsibility, and tenancy success

  • Supportive Services

  • Monthly or bi-monthly check-ins with a housing navigator or case manager

  • Housing stability coaching and problem-solving support

  • Crisis intervention and eviction prevention assistance

  • Referrals to:

    • Mental health and wellness services

    • Workforce development and education programs

    • Benefits navigation and community resources

  • Optional life-skills workshops and peer connection opportunities

Support is flexible and individualized, allowing youth to engage at a level that supports independence and personal growth.

Through participation in CRIB-IH, youth are supported to:

  • Maintain stable, independent housing

  • Reduce housing disruptions and instability

  • Build successful tenancy skills and rental history

  • Increase financial, life, and self-management skills

  • Strengthen connections to community-based support

CRIB- Independent Housing is measured by sustained housing stability and increased self-sufficiency.
